Methodology
- Crypto table: copied by hand from the "Cryptocurrency Complaints/Losses by State" tables on pages 57–58 of the FBI IC3 2025 Internet Crime Report on 2026-10-19, and spot-checked against the PDF on 2026-10-24.
- Kiosk table: copied from the state table in FBI IC3 alert I-051526-PSA (May 15, 2026) on 2026-10-19, and re-checked against the live page on 2026-10-24.
- Our arithmetic: "average loss per complaint" is reported losses divided by complaints, rounded to the dollar. Kiosk ranks are our own ranking across the 50 states plus DC (51 jurisdictions); tied values share a rank.
- State means where the complainant lives, not where the scam or the kiosk was.
- Point-in-time figures. IC3 calls its statistics "an assessment taken at a point in time" that may change. Complaints are self-reported, and many victims never report.
- Incident log: each row links its primary source. Confidence ratings are explained on the scam tracker.
